The City Administrator since 2006 is Happy Welch who is responsible for the general supervision, administration, and management of the City and is also designated as the Public Works Director. The City Administrator recommends to the Board all hiring, salary, duties, and dismissal of city employees, based upon the rules and procedures set out by ordinance and resolution. He is ultimately responsible for the preparation and submission to the Board of Aldermen of an annual operating budget. The City Administrator is the chief grant officer of the City and shall coordinate, assist in the preparation of, and actively seek out such state and federal aid programs that will benefit the City. The City Administrator is the Planning Director for the City, responsible for subdivision review, staff representative at Planning & Zoning meetings, and coordination of services for future land use. The City Administrator works directly with the Mayor and Board of Aldermen, providing technical assistance and recommendations and supervises/directs the day-to-day operations of the City. The City Administrator directly supervises the Public Works Departments, Code Enforcement, and Administrative Staff.
